Falling support for the Liberal Party in Victoria is attributed to former Prime Minister, Tony Abbott in an article saying that his “muscular conservatism failed to translate” in Victoria.
The use of the verb translate implies that the voters did not understand what Mr Abbott’s policies were about. An alternative explanation is that they understood them alright, they just didn’t like them. “His muscular conservatism failed to resonate with the electors” may have been more appropriate.
